How Much Does F22 Cost? The Real Numbers

Updated  3 sources

Program unit cost (2010)

$369,500,000

The F-22 Raptor is the U.S. Air Force's stealth air-superiority fighter, built by Lockheed Martin. The cost of one jet depends on what you count. Some figures spread the whole development program across every aircraft built, and others count only the cost of producing a single plane. Others cover the cost of flying it.

This guide separates those numbers and explains each one. The main figures come from the Congressional Research Service (CRS) as of December 2010, in then-year dollars, which means they are not adjusted for inflation. Newer estimates from 19FortyFive and Simple Flying are covered below.

Estimates by source

Item Typical range Price Relative price range
Congressional Research Service —$369,500,000
19FortyFive $140,000,000 – $350,000,000—

How much does an F-22 cost?

There is no single price, because the Air Force no longer buys new F-22s. Production ended with 179 aircraft, so the useful numbers are historical. The CRS lists two per-aircraft figures for that production run:

  • Program acquisition unit cost: $369,500,000. This divides the full program cost, including research and development, by the aircraft built.
  • Average procurement unit cost: $185,700,000. This covers the cost to buy the production aircraft and leaves out most of the development spending.

The gap between these two figures is the development cost spread across a small fleet. A program that builds fewer jets than planned ends up with a higher per-jet figure, because the fixed development bill is divided by fewer aircraft.

F-22 cost per aircraft

F-22 cost per aircraft

Item Typical range Price Relative price range
Average unit procurement cost, 179 production aircraft (Dec 2010, then-year dollars) —$185,700,000
Program unit cost adjusted for inflation (19FortyFive) —$284,000,000
Range of per-aircraft estimates (19FortyFive) $140,000,000 – $350,000,000—

Sources: Congressional Research Service: Air Force F-22 Fighter Program; 19FortyFive: F-22 Raptor cost per hour

For a more recent view, 19FortyFive reported a program unit cost adjusted for inflation of $284,000,000. The same outlet gave a per-aircraft range of $140,000,000 – $350,000,000. That wide spread reflects different methods: some count development costs, some do not, and the dollar year may differ.

When you read an F-22 price, check three things: whether development is included, which year's dollars are used, and whether the number is for one aircraft or the average across the fleet.

Total F-22 program cost

The CRS also reports the program as a whole, in then-year dollars.

F-22 total program cost

Item Price
Total program acquisition cost, 179 aircraft (then-year dollars) $67,300,000,000
Research and development share of program cost $32,400,000,000
Procurement share of program cost $34,200,000,000

Source: Congressional Research Service: Air Force F-22 Fighter Program

  • Total program acquisition cost for 179 aircraft: $67,300,000,000
  • Research and development share: $32,400,000,000
  • Procurement share: $34,200,000,000

Almost half of the total went to development, and the rest went to buying the aircraft. That split is why the program unit cost is so much higher than the procurement unit cost.

How much does it cost to fly an F-22?

The price of the airplane is only part of what it costs. Operating a fighter also means fuel, maintenance, parts, and personnel, and these are usually expressed as a cost per flight hour.

F-22 operating cost per flight hour

Item Typical range Price Relative price range
F-22 cost per flight hour (GAO figure cited) —$85,325/hr
F-22 cost per flight hour, 2026 estimates $70,000 – $90,000/hr—

Sources: 19FortyFive: F-22 Raptor cost per hour; Simple Flying: F-22 cost per flight hour

19FortyFive cited a GAO figure of $85,325/hr. Simple Flying gave 2026 estimates of $70,000 – $90,000/hr. Flight-hour numbers depend on which costs are included, so published figures vary between sources and years.

Why the F-22 costs so much

A few features explain a high price compared with conventional fighters:

  • Stealth. Special shaping and materials make the airframe harder to detect and harder to build and maintain.
  • Advanced avionics and engines. Sensors, computing, and engines add large development and production costs.
  • A shrinking order. Production ended at 179 aircraft, and fewer aircraft mean each one carries more of the development bill.
  • Long development. Programs this complex take many years and pass through design changes.

Which estimate should you use?

It depends on the question you are asking:

  • For the full cost of the program per jet, use the program acquisition unit cost.
  • For what the Air Force paid for the airframe itself, use the procurement unit cost.
  • For a comparison with today's dollars, use an inflation-adjusted estimate and name its source.
  • For operating cost, use the cost per flight hour.
