Culver's Franchise Cost: Startup & Ongoing Costs

Updated  2 sources

Estimated startup cost

$3,406,350 – $10,294,100

A Culver's is a free-standing restaurant, so most of the money goes into the property rather than the food business itself. Land, site preparation, and a purpose-built building are separate lines in the franchisor's cost table, and each one swings widely depending on where you build. That is why the total looks more like a real estate project than a typical restaurant startup.

The figures here come from Item 7 of the Franchise Disclosure Document (FDD), the table in which a franchisor must estimate what a new owner will spend before opening. Item 5 covers the initial franchise fee and Item 6 covers ongoing fees. The numbers below were checked on Oct 13, 2026 and describe the 2026 edition of the document.

Initial investment breakdown (FDD Item 7)

Furniture, fixtures, equipment and supplies $458,000 – $584,000
Sign package $88,000 – $300,000

What does a Culver's franchise cost to open?

The Item 7 table adds up to $3,406,350 – $10,294,100. The low end assumes the cheapest version of every line. The high end assumes the most expensive site and build. Hardly any real project lands at either extreme, but the width of the range tells you something: two owners can open the same restaurant for very different amounts.

Three lines carry most of the weight. Land runs $225,000 – $2,400,000, site work runs $356,000 – $2,193,000, and the building itself runs $2,047,000 – $4,391,000. Together they make up the bulk of the total. If you already own a suitable parcel, or if a landlord or developer builds to Culver's specifications, your cash outlay may look different from the table, so ask how the franchisor treats those arrangements.

Equipment, signs, and opening costs

Inside the building, furniture, fixtures, equipment, and supplies are listed at $458,000 – $584,000. The sign package is separate at $88,000 – $300,000, and the point-of-sale system at $42,350 – $56,100. Initial inventory is $50,000 – $65,000. Training travel and living costs are listed at $20,000 – $80,000, and miscellaneous expenses at $20,000 – $40,000.

The last line is working capital. The table sets aside $65,000 – $120,000 for the first three months, which is a cushion for payroll, utilities, and supplies while sales ramp up. It is a planning estimate, not a guarantee that three months will be enough.

Culver's franchise fee and financial requirements

The initial franchise fee is listed as $35,000 – $65,000. A spread that wide may mean the amount depends on circumstances, such as whether you are a first-time owner or already operate restaurants in the system. The franchisor's own FDD and franchise sales team can tell you which figure applies to you.

Separate from the fee, Entrepreneur's profile of the brand lists a minimum net worth of $2,500,000 and a minimum cash requirement of $500,000. Requirements like these can change from one FDD to the next and may differ by site type, so confirm them directly.

Ongoing fees: royalty and advertising

After opening, fees are charged as a share of sales. The royalty, which the FDD calls a service fee, is 4% of gross sales. The advertising fee is 2.5% of gross sales. Both are paid regardless of whether the restaurant is profitable in a given month, so they belong in any budget you build.

Gross sales means total sales before expenses, which is different from profit. A restaurant with strong sales and heavy costs can still pay a large royalty and keep little. When you model a Culver's, run the fee percentages against realistic sales and expense assumptions, ideally with an accountant who works with restaurants.

Why estimates vary

Two sources appear in the comparison below, and they report the same range because both draw from the 2026 FDD. The more common reason for confusion is an older figure. Earlier editions of the document listed lower totals, and articles written from those editions keep circulating. If a search result shows a smaller number, check which year's FDD it came from before comparing it to this page.

Even within one edition, your own total can fall outside the published range. Land prices, soil conditions, local permitting, utility connections, and construction costs all depend on the market. A site that needs heavy grading or utility extensions will push the site work line up. Item 7 estimates may also leave out costs such as financing, so ask what the table does not cover.

What to ask before you apply

  • Which Item 7 figures change if you buy the land versus lease it?
  • How does the franchisor decide which initial franchise fee applies to you?
  • What approval process applies to a site, and who pays for studies and surveys?
  • Do any fees rise with sales or change over the term of the agreement?
  • Does the FDD include an Item 19 financial performance representation, and what exactly does it measure?

Read the full document with a franchise attorney and an accountant before you sign anything or pay a deposit. They can explain the obligations in the franchise agreement, which go well beyond the cost table.
